The RR was originally set up as an off-topic forum, and it gets used as such extensively (quite a bit by myself.) This didn't work though, so now there is a site promotions forum, a politics forum, a financial forum, a technical forum, etc. and there is still no stemming the tide of off-topic posts in Offshore and other allegedly focused forum sections. Bookie Talk is a joke as well for this very same reason.
So why did it pan out this way? My guess is that because the Rubber Room turned into the very thing you profess to miss. Yes, we no longer have Hammy but we have Henny's endless nonsense bashing anybody and everybody for no apparent reason, all of the idiot flame warring and posters still start shit outside of here, only to have it politely moved (which is the wrong tactic imho -- people who start shit outside of here should be banned on the spot.)
All of the constant bullshit in the RR pretty much drove away any chance of people using it as a repositry for off-topic posts and discussion, since there is no point trying to wade through two pages of flame war for one post of a Britney Spears nippleslip or your Aunt Helga's award-winning oatmeal cookie recipe or whatever other non-sports/gambling-related stuff is posted. The whole thing could be shut down and the mods simply take a more aggressive approach to dealing with idiots and it would suit me fine.
The evolution of the Rx from just another gaming forum to a more filled-out community has been a very cool thing to see, but not sure it would be any great loss to see it revert back to its older form.

The old RR got exposed. They starting talking smack with the wrong people and it turned on them. When you start lying about people it eventually catches up to you. The heat got too hot and the babies that thought they were untouchable ran and hide when their expose hit the front page. I hope the hell they never come back. I got tired of telling Raiders how shitty his college and pro records were when he was loosing 2 of 3 picks and I was winning 7 and losing 3.

After I heard "BOTH SIDES", I ruled that one of the players should received a 5 figure payout that was rightfully his...

The player agreed to my decision, and also agreed that once he received the 5 figure payout, he would NEVER complain about NASA on a forum, or through litigation.
In other words, he agreed to HONOR a SETTLEMENT...
This did not happen! Nor did he ever hint to to me that he would not HONOR his word...
Immediately after he cashed the payout, he renigged on the agreement that I had worked so hard on between himself and Little Nasa..
I find it very hard to deal with these guys who seem to be in cohoots with one another, especially when it comes to posting, but perhaps even betting.
All you get to see on this forum is what each party types, but believe me, there is much more to these cases than can be printed in one thread (except maybe one by Patrick's, lol)...
Once I give my "word" on a deal, then no matter what, I have to honor it...
